C'est Arthur Marwick qui, dans l'introduction à son Britain in the Century of Total War : War, Peace and Social Change 1900-1967. Londres : The Bodley Head, 1968, rappelle la formule de Trotski sur la guerre, "locomotive de l'histoire" et énonce la théorie de Test, Dissolution, Transformation qu'il voit à l'œuvre au cours des deux guerres mondiales que couvre son ouvrage : il paraît donc tout indiqué de commencer par lui, et par sa copieuse bibliographie, malheureusement arrêtée à 1968. Il revient vingt ans plus tard sur cette théorie, avec des aménagements, dans Total War and Social Change. Londres : Macmillan, 1988 (Introduction et Conclusion). Dans l'intervalle, les 'révisionnistes' avaient entamé leur travail de sape à l'encontre de cette théorie. 1945 : une atténuation des clivages politiques et la naissance d'un consensus ?

C'est probablement Paul Addison, avec The Road to 1945 - British Politics and the Second World War. Londres : Cape, 1975 (Réédition augmentée d'une nouvelle postface : Pimlico Paperbacks, 1994 [B°]), qui représente l'archétype des auteurs qui voient dans les années de guerre une atténuation "consensuelle" des clivages politiques. Le contre-pied total de cette thèse qui a longtemps prévalu chez les spécialistes de la période est pris par Kevin Jefferys avec The Churchill Coalition and Wartime Politics, 1940-1945.
